## How I chose this list

To build this list, I selected products based on the following criteria:

-   **Review volume:** Have at least 20 verified reviews from small-business buyers in the last two years.
    
-   **Rating floor:** Possess an overall Capterra rating of 4.2 or higher, based on data from the last two years.
    
-   **Category qualification:** Be built for a small business hiring its own employees, not for a recruiting agency placing candidates with outside clients. I excluded agency-focused platforms (CBREX, Recruit CRM, Recruitly, Exelare) even though several cleared the rating bar, because their own marketing and review base target staffing firms, not direct employers. I also set aside single-stage point tools such as AI interview or sourcing-only products, since none of them track a candidate from application to hire.
    
-   **Small business fit:** Be priced and positioned for small businesses. NEOGOV is built specifically for government and public-sector hiring; Greenhouse and Lever are priced from roughly $6,500 to $70,000 or more a year and are explicitly positioned above the small-business segment; Micro1 is an AI sourcing engine for enterprises hiring global software engineers, a different product entirely.

-   **Government and enterprise-positioned platforms** (NEOGOV, Greenhouse, Lever, Micro1) were excluded for being priced and positioned outside the small-business segment.
    

To build the shortlist:

-   I analyzed 2,594 verified Capterra reviews from small and midsize business buyers, drawn from Capterra's broader recruiting software category pull, which covers 22 products before exclusions.
    
-   Reviews were assessed on three dimensions: overall rating, ease of use, and how often reviewers specifically described small-business fit such as pricing, simplicity, or company size.
    
-   Pricing was verified against vendor websites at time of writing.
